Gravel roads are finished in basically the same fashion as ballasting the track, except you don’t have the track to deal with. Spread the ballast along the route of the road and spray with water. You may use the ballast in stream beds, along cliff bases and anywhere else small rocks tend to accumulate. You have two choices to finish off the waterways in the layout. The simplest is to merely paint the waterway with gloss varnish after it has been painted and rock streambed finished to your satisfaction. Use an acrylic gloss varnish for best results. Varnish lends a satisfactory ‘wet look’ to the waterway, but it lacks depth and realism. To achieve this, you may use a product called Enviro-Tex epoxy finish. This is a two part coating which, when poured over the waterway, imparts a more realistic look.
